Youth Opportunity Pathways Program (YOPP)
Funded by the Office of Juvenile Justice Delinquency Prevention (OJJDP) Title II

Operation New Hope’s Youth Opportunity Pathways Program (YOPP) is a transformative initiative designed to support youth in San Bernardino County who are currently in Probation custody or considered at-risk. Our mission is to prevent deeper involvement in the juvenile justice system by equipping young people with the tools they need to thrive.

Through a comprehensive 12-week journey, participants engage in Operation New Hope’s evidence-based, trauma-informed curriculum focused on:

  • Cognitive Life Skills Development

  • Leadership Training

  • Restorative Justice Practices

  • SMART Goal Setting

  • Financial Literacy Education

  • Positive Decision-Making

  • Community Engagement & Healing

YOPP empowers youth to make meaningful changes in their lives by fostering personal growth, building resilience, and creating real opportunities for success. Our goal is to help participants reconnect with their communities, envision a brighter future, and take confident steps toward it.

Life Skills & Social Development

Through weekly group sessions, youth build critical life and social skills like; communication, teamwork, and decision-making, to navigate real-world challenges and thrive in their communities.

Education & Career Growth

YOPP encourages youth to re-engage with school and future goals by offering education support, job training, and exposure to new career pathways.

High School Dropout Prevention

The program addresses the root causes of school disengagement and motivates youth to stay in or return to school, helping them build a brighter future.

Substance Use Prevention

This program helps participants break free from dependency on drugs or alcohol by promoting healthier lifestyle choices, and providing supportive tools for long-term change.

Financial Literacy 

By offering positive role models and peer support, YOPP reduces the need for gang affiliation and strengthens youth connections to healthier, empowering environments.

12-Week Cohort Experience

In small groups of 10–15 peers, youth attend two workshops a week and complete weekly community or restorative justice projects, building trust and momentum together.

Eligibility Requirements

Eligibility for Youth Opportunity Pathways Program (YOPP)
Funded by Title II through the Office of Juvenile Justice Delinquency Prevention (OJJDP)

Operation New Hope’s YOPP program serves youth in San Bernardino County who are navigating challenges that may place them at risk of deeper involvement in the juvenile justice system.

To be eligible, applicants must:

  • Be between 14 and 26 years old

  • Fall into one or more of the following categories:

    • Currently on Probation

    • In custody

    • At risk of dropping out of school

    • At risk of juvenile delinquency

    • Experiencing risk factors that may lead toward justice system involvement

YOPP is designed to intervene early, offering support, guidance, and resources that help youth make positive choices and build a foundation for long-term success.
